Held in Riga on 12-1302.the international conference “Smart Specialisation Strategy: New Approaches for Partnerships among Education, Research and Industry in Regions” aims to push forward the new innovation policy.
The conference will focus on the implementation of National/Regional Research and Innovation Strategies for Smart Specialisation which is an innovation policy concept designed to promote efficient and effective use of public investment. Regionally focused policy has a strong potential to foster innovation, which can be implemented through instruments such as Smart Specialisation. The challenge is to mobilise internal assets and resources in fields where the country or region has a specific specialisation. This will be an opportunity for policy makers and implementers, academics, scientists, researchers, experts, entrepreneurs and NGOs to exchange experiences and to further strengthen areas of joint international cooperation.
The conference will be opened by Mārīte Seile, the Minister for Education and Science of Latvia. Among the invited speakers there are Corina Creţu, the European Commissioner for Regional Policy, Carlos Moedas, the European Commissioner for Research, Science and Innovations, and Torbjørn Røe Isaksen, the Minister for Education and Research of Norway. The objective of the conference is to build a stronger link between National/Regional Research and Innovation Strategies for Smart Specialisation and the priorities set by the Europe 2020 strategy, and their impact on the European Economic Area and national research and innovation policies. The focus will be put on synergy among cohesion policy, Horizon 2020 and national financial instruments. Issues such as better use of partnering instruments and international cooperation for implementation of Smart Specialisation strategies; Smart Specialisation as a facilitator for human resource capacity building; and building capacity of SMEs through Smart Specialisation will be covered at the conference.
Held under the Latvian Presidency, the event is organised by the Ministry of Education and Science, and the State Education Development Agency. Having declared Competitive Europe as an overarching priority for the work agenda of the first half of 2015, the Latvian Presidency has pointed at a need to bridge research and innovation through fostering networks without barriers and the full exploitation of the potential of national research and innovation systems.
