The financial contribution of the European Economic Area (EEA) Financial Mechanism 2014-2021 and Norwegian Financial Mechanism 2014-2021 that is provided by the donorstates – Iceland, Liechtenstein and Norway, is an additional grant in Latvia’s budget with two overarching goals: 1) to contribute to a more equal Europe, both socially and economically and 2) to strengthen bilateral relations between the donorstates and the beneficiary countries.

For the 2014-2021 financial instruments of the EEA and Norway, EUR 17 058 824 is earmarked for the “Research and Education” programme, of which EUR 2 558 824 is the national co-financing of Latvia. The Ministry of Education and Science is the programme operator and the implementing agencies are State Education Development Agency and Latvian Council of Science.

Three activities are supported under “Research and Education” programme:

  1. Baltic Research Programme with nine projects from Latvia that are being implemented with partners from donorstates and other Baltic States
  2. Scholarships activity supporting mobility of students, academic and administrative staff of higher education institutions 
  3. Development of Innovation Centres in Cesis, Daugavpils, Liepaja and Ventspils
